[plt-scheme] a possibility for the intermittent file explorer hanging problem in DrScheme

Regarding the intermittent file explorer hanging problem in DrScheme,
which has been persisting since at least v371, it just occurred to me
that every computer exhibiting this problem happened to be running the
Japanese version of Windows XP Professional, Service Pack 2.

Has anybody tested this bug on the Japanese version of Windows XP?
This possibility had not occurred to me until very recently, but there
may be some incompatibility issue specific to the Japanese version of
Windows XP here.
