[plt-scheme] Morc: mock Arc abandonware

In case anyone is curious about implementing Arc in Scheme... I started 
one such project when Arc0 was released, but haven't had time to touch 
it since, so I've archived what I had 7 months ago.

It was doing the majority of Arc under PLT 360.  Included are notes on 
my intended approaches to the remaining things, as on my original 
pedagogic/propagandistic plans.
