[plt-scheme] cannot mutate module-required variable in: *html-head*

Hi,
I add a sectence in jobname.t2p (tex2page parse it.)
But when I compile the project. I met this error.
====  this line is I added
\evalh{
(set! *html-head* (append *html-head*   '("<meta http-equiv=\"Content-Type\"
content=\"text/html; charset=gb2312\">")))
}
====
I have no idea what's the relationship between mzscheme and tex2page.
Who can help me.
