[plt-scheme] SchemeUnit 2.3 release

Hi all,

Coming soon to a PLaneT near you is the SchemeUnit 2.3
release.  It contains the following features/bug fixes
requested by people on this list:

  - test/text-ui runs setup and teardown actions

  - shortcuts (e.g. test-equal?) capture location
information

  - better error messages on some syntax errors

  . new check check-= checks values are within given
epsilon
    E.g.  (check-= 2 1.95 0.1) succeeds
          (check-= 2 1.9 0.1) fails
