[Cpna] CPNA constitution

Hello CPNA members,

Our constitution is now ready for general discussion before ratification:

Ideally, once eventual adjustments have been made, we would like to
ratify by acclamation, which is simpler, unless someone asks for a
vote. In the event of a vote, we will most likely proceed by regular
mail.

So please take some time in the next few days to look at the short
document and feel free to use our mailing list to discuss it.
